Unique Planning Census Form


The Unique Planning Census Form will be posted to all homes in Brittas.

This will be accompanied by a cover letter from Councillor Linda D'Courcy with a stamped addressed envelope to return to Cllr. Linda D'Courcy in her council offices.

Please return by 21st Feb 2025.

We urge all residents to complete and return this form to have your voice heard on the future of Brittas.

20 Years Waiting on a Planning Study for BRITTAS!

Thank you for the many emails of support on this Planning Study to be called for, we will work to ensure EACH RESIDENTS voice to be heard individually.

We also address the newly elected County Councillors as they await their new council email contact information.

We want this to be discussed at the next Clondalkin, Newcastle, Saggart & Brittas Committee Area Meeting please.


Since 2004 Development Plan (20 years ago) A planning Study has been adopted into each of the Development Plans to conduct a Planning Study in Brittas.


We have attached the wording from the development Plans 2004-2010, 2010-2016, 2016-2022 & 2022-2028 on planning Studies promised for Brittas that never materialised.


We strongly request a planning study to be completed in Brittas and to ask each resident INDIVIDUALLY on their concerns and interests in Brittas on this planning study and to NOT rely on any association to speak on Brittas residents behalf.
Can this be done by means of a unique Brittas Census Form to be completed, returned and assessed?


Please see below policies on Rural Housing, and the newly adopted H17 Objective 2:


Policy H17: Rural Housing Policy and Local Need Criteria
Consider rural housing for persons who are "an intrinsic part of the rural
community" or "working full-time or part-time in rural areas" as described under
Section 3.2.3 (Rural generated housing) of the Sustainable Rural Housing
Guidelines DEHLG (2005), Circular SP 5 / 08 Rural Housing Policies and PL 2 /
2017 Local Need Criteria in Development Plans: Conformity with Articles 43 and
56 (Freedom of Establishment and Free Movement of Capital) of the European
Community Treaty.


H17 Objective 1:
To commence a review of the Rural Housing Policy and Local Need Criteria
within six months of the adoption of the Plan and to include a public
consultation as part of this process.


H17 Objective 2:
To consider persons for a rural house in the RU zone on the basis of their being
an intrinsic part of the rural community where such persons have grown up or
spent substantial periods of their lives, (12 years), living in the area or have
moved away and who now wish to return to reside near to, or to care for,
immediate family members and are seeking to build on the family landholding.
Immediate family members are defined as mother, father, son, daughter,
brother or siste
r.

Planning Study Promised since 2004!!!!!

20 Years Later NO Planning Study Completed in Brittas.

Since 2004 The Development Plan has promised a Planning Study in Brittas and NOTHING has materialised to date on this.

2022-2028

QDP12 SLO 1: To support Brittas as a sustainable community and rural village of outstanding natural beauty and to prepare a planning study and study boundary for Brittas Village, in consultation with local residents, landowners and local representatives, having regard to the implications of the proposed Natural Heritage Area designations, the future population and enhancement of the village and to development of a tourist and leisure facility to include accommodation, associated services and activities at Brittas Ponds and surrounding lands with a view to maintaining and protecting existing assets and the long-term viability of the local community. The planning and tourism study shall be commenced within 12 months of the adoption of this County Development Plan and shall include an analysis of population and housing data.

2016 - 2022

CS6 SLO 3: To support Brittas as a sustainable community and rural village of outstanding natural beauty and to prepare a planning study and study boundary for Brittas Village, in consultation with local residents, landowners and local representatives, having regard to the implications of the proposed Natural Heritage Area designations, the future protection and enhancement of the village, the development of tourism potential in the area with a view to the long term viability of the local community. The planning study to commence within 6 months of the adoption of this County Development Plan and to include an analysis of population and housing data. 

2010-2016

Brittas Village – Planning Study To carry out a planning study of the Brittas Village area, in consultation with local residents and local representatives, having regard to the implications of the proposed Natural Heritage Area designations on the area, with a view to the long term viability of the local community. This study to be completed in 2011.

2004 -2010

 Brittas Sewerage Scheme To provide a sewerage scheme for Brittas which will integrate the village into the Greater Dublin Drainage System.

Brittas Village – Planning Study To carry out a study of the Brittas Village area, in consultation with local residents, local representatives and agencies with an interest in the area, in accordance with the principles of community development outlined under Section 4.3.2 of the Written Statement, and having regard to the implications of the proposed Natural Heritage Area designations on the area and of infrastructural provision in the area and in order to ensure the long term viability of the local community. 


This is what Brittas has to comply with

Policy H19: Rural Housing in HA – Dublin Mountains Zone New or replacement dwellings within areas designated Zoning Objective 'HA-DM' (to protect and enhance the outstanding natural character of the Dublin Mountains Area) will only be considered in exceptional circumstances.

H19 Objective 1: To consider new or replacement dwellings within areas designated with Zoning Objective 'HA-Dublin Mountains' (to protect and enhance the outstanding natural character of the Dublin Mountains Area) in the following exceptional circumstances where ALL of the criteria below are met:

The applicant is a native of the area;

AND

The applicant can demonstrate a genuine need for housing in that particular area;

AND

The development is related directly to the area's amenity potential or to its use for agriculture, mountain or hill farming;

AND

The development would not prejudice the environmental capacity of the area, and that it would be in keeping with the character of the mountain area.

These criteria are in accordance with the Sustainable Rural Housing Guidelines (2005), having regard to the outstanding character of the area and the need to preserve the environmental and landscape quality of this area.

The above criteria to be considered alongside the need to sustain and renew established rural communities and to ensure the viability of amenity, including local schools and the need to accommodate genuine rural housing needs
